Motions for revision by the Integrity Authority to safeguard public funds

The motion for revision has constituted a key new legal instrument in Hungary’s criminal procedure system since 2023, providing judicial control over decisions rejecting criminal complaints or terminating proceedings in cases involving serious criminal offences affecting public assets or EU funds.

Dr. Dóra Farkas’ article, published in issue No. 2026/2 of Közbeszerzési Jog Online (Public Procurement Law Online), presents the operation of the procedure, the Integrity Authority’s unique right to submit motions, and, through specific public procurement-focused cases, the ways motions for revision contribute to the transformation of investigating authorities’ practices, a reduction in the proportion of decisions rejecting criminal complaints, and the more effective protection of public funds.
