VIZSG/29/2024 – Investigation launched on the basis of a report concerning the grant-supported projects of the Kalán Néni Összefogás Egyesület (Kalán Néni Solidarity Association)

Based on a whistleblower report, the Integrity Authority conducted a targeted investigation into the beneficiary projects of the civil society organisation, which provides supported housing, care and other social services for persons with disabilities and disadvantaged people. The investigation identified irregularities in six projects.
The Authority’s investigation indicates there are grounds to suspect that within the framework of the projects, certain training programmes were not actually delivered, certain procurement procedures were not conducted in accordance with the applicable legal requirements, and conflicts of interest existed between the beneficiary and certain contractors.
The Authority considers that the beneficiary unlawfully failed to conduct a public procurement procedure in one of the projects, as it carried out construction works with values exceeding the public procurement threshold. Therefore, the Authority initiated proceedings with the Public Procurement Arbitration Board, which, in its Decision No D.808/18/2025, found that a violation of the law had occurred and imposed a fine on the association. The Arbitration Board’s decision is final; no judicial review has been requested.
The identified infringements and irregularities were reported by the Authority to the competent authorities, partly during the investigation procedure and partly after its conclusion.
